Behind Gaza’s Humanitarian Aid and Postwar Plan, “The Architects”

Two recent reports from the Financial Times have revealed that the Boston Consulting Group (BCG) and the Tony Blair Institute were involved in the militarisation of humanitarian assistance in Gaza, alongside crafting a genocidal plan aimed at constructing a dystopian future on the ashes of Gaza, one that excludes Palestinians.
Today’s featured article provides great details of the BCG project “Aurora,” which was designed as a financial framework intended to militarise humanitarian aid in Gaza, and place over half a million Palestinians from the Strip through the provision of “displacement packages” financed by foreign sources. The initiative ranks among the most malevolent schemes to ever come to light, especially in the context of the ongoing genocide being inflicted by Israel on the Palestinians residing in Gaza.
Earlier in June, the Washington Post reported on BCG’s involvement with the Gaza Humanitarian Foundation (GHF), an aid initiative supported by Israeli and US interests, beset with violence and controversy, replacing UN agencies’ humanitarian efforts in Gaza. Internal documents reviewed by ‘The Post’ show BCG was instrumental in shaping the foundation’s operations and business strategy, including pricing and procurement for private security and construction firms involved in aid distribution. The report also notes that Matt Schlueter, BCG’s defense and security lead, and his deputy, Ryan Ordway, sent a US team to Tel Aviv to aid in GHF’s launch since mid-March. It remains to be seen if BCG is also linked to Israel’s Ministry of Defence, Israel Katz’s plan for a new ‘humanitarian city‘ (concentration camp) in southern Gaza, built on Rafah’s remnants. Katz’s strategy encompasses the whole civilian population of Gaza — over 2 million individuals — who would ultimately be concentrated in “humanitarian” camps on the remnants of Rafah, while the IDF maintains security from afar, as international organisations strive to oversee the area
The Boston Consulting Group (BCG) also participated in another initiative called “Great Trust,” where ‘Great’ stands for “Gaza Reconstitution, Economic Acceleration and Transformation Trust.” This project was spearheaded by Israeli entrepreneurs and received backing from the Tony Blair Institute (TBI), which reportedly utilised financial models created by BCG to envision Gaza as a prosperous trading center. They developed a postwar plan for Gaza (excluding Palestinians) that aimed to rejuvenate the enclave’s economy with a concept of a “Trump Riviera” and an “Elon Musk Smart Manufacturing Zone.” The Financial Times also reported on an unpublished TBI document shared within the group titled “Gaza Economic Blueprint.”
Furthermore, a 14-page assessment document from USAID, acquired by CNN, details numerous issues with the funding application put forth by the Gaza Humanitarian Foundation. According to CNN, the document raises various concerns and ultimately decides against proceeding with GHF due to operational and reputational risks, as well as insufficient oversight. As reported by The Associated Press through various accounts and videos, American contractors overseeing aid distribution points in Gaza are employing live ammunition and stun grenades while desperate Palestinians are risking their lives to secure food. In light of the allegations made by the AP investigation, UG Solutions, a company responsible for securing GHF aid distribution sites, has released video footage showcasing their operations on location. However, the released video analysed by The Grayzone does not offer any exculpatory evidence; to the contrary, it seems to further implicate the operator.
The lethal strategy and execution of GHF’s food distribution plan in Gaza have resulted in hundreds of deaths, serving as clear proof of the disingenuous and forceful intentions of its architects. This also highlights the recognised risks of militarising humanitarian assistance, strongly suggesting that an ethnic cleansing campaign is underway in the Gaza Strip. “Aurora,” “Great Trust”: Financial Times reveals genocidal plans to rebuild Gaza

Two Financial Times investigations have revealed ( here and here ) the involvement of two Western companies, the Boston Consulting Group and the Tony Blair Institute, in Israeli plans to colonise and ethnically cleanse the Gaza Strip. These revelations highlight the close intertwining between the highest echelons of Western capitalism and the Israeli genocidal machine.
The Aurora Project: Consulting to Militarise Humanitarian Aid in Gaza
It all began in October 2024, when the Boston Consulting Group (BCG), one of the world’s most prestigious strategy consulting firms, was contacted by the private security firm Orbis to conduct a feasibility study for a humanitarian aid project in the Gaza Strip. This militarised aid project was then only an option considered by the Tachlith Institute, a Zionist think tank, and an Orbis agent in Israel. This option has become a war objective in its own right since the start of the Israeli operation “Chariots of Gideon,” which relaunched genocidal operations in Gaza in early May. The outbreak of a large-scale occupation of the Strip was indeed accompanied by the implementation of a so-called “humanitarian” system, under the management of private security militias, which aimed to militarise the famine and displace the population to the south of the Strip by concentrating the only food aid distribution points there.
As this operation was taking shape in early 2025, BCG began collaborating with the Gaza Humanitarian Foundation (GHF), an organization backed by Israel and the United States and responsible for these deadly distributions, as well as with the private military company Safe Reach Solutions (SRS), tasked with “securing” these operations. The connection with the consulting firm was reportedly made by Phil Reilly, founder of SRS and a former BCG employee. The US company’s duties, as part of the Aurora project, involved the detailed planning of GHF’s activities. While this work, which involved a team of half a dozen people, was initially pro bono, starting in March, it resulted in a contract providing for a hefty remuneration exceeding $1 million, signed by McNally Capital, a private equity group that owns Orbis and has a stake in SRS.
From that moment on, two BCG consultants moved to Tel Aviv to directly oversee the operations. They collaborate directly with SRS and GHF, notably to assist with logistics management, the construction of centers, and the delivery of aid. Private militias like SRS were forced to deliver this aid themselves, as most NGOs present in Gaza categorically refused to participate in this criminal project. When these distribution camps were officially launched in early May, BCG’s involvement intensified further, sending three additional consultants and extending the contract with McNally for an amount reaching $4 million.
Before March, there were 400 distribution centers run by various NGOs. Today, only four food distribution centres are active, all run by the GHF. These facilities, insufficient in number to alleviate the famine organised by Israel, are built like concentration camps: Gazans pass through barbed wire corridors to receive rations distributed by armed men. More often than not, the distributions turn into massacres. As Haaretz revealed, Israeli soldiers manage crowd movements by firing machine guns at the crowd to prevent them from approaching. Since the establishment of these concentration camps, at least 500 Gazans have been executed by security militias or Israeli forces.

The deployment of GHF centers in the Strip could thus be a first step towards a “final solution” to the “Palestinian problem”: an internal GHF document seen by Reuters provides that after an initial stage of distributing humanitarian aid, the centers will be transformed into ” humanitarian transit zones,” in other words, concentration camps, where the Palestinian population will be held and where they can ” deradicalize, reintegrate, and prepare to resettle elsewhere if they wish .” While GHF denies this plan and this document may no longer be relevant to the organisation’s plans, its mere existence testifies to the genocidal radicalism of the actors operating under Israel’s orders.

A criminal system planned and organised by the best consultants US imperialism can offer, and which allows American “security” companies to enrich themselves on the corpses of Palestinians. Faced with the outcry triggered by the revelations of BCG’s involvement in this operation, the group’s management completely disavowed the project, separated from the two employees involved, and declared that it had waived payment for these services. While the company’s management is trying to place full responsibility on disobedient subordinates who acted on their own initiative, this affair nonetheless reveals the deep involvement of the upper echelons of US capitalism’s financial circles in the implementation of Israel’s genocidal project.
“The Great Trust”: a new plan for the reconstruction of Gaza and the deportation of Gazans
However, the work of BCG consultants did not stop there. According to information from the Financial Times, the group also participated in the development of a “post-war” plan for the reconstruction of Gaza, very much inspired by Trump’s proposals to turn the Strip into a new “Middle Eastern Riviera.” The development of this project was reportedly financed by several GHF donors, who do not wish to stop at their “humanitarian” work but want to propose a long-term project for the Strip: the total colonisation of Gaza, a long-time goal of the Israeli right and far-right.
This project also involves the Tony Blair Institute (TBI), a non-profit organisation founded by former British Prime Minister Tony Blair, whose mission is to help countries in the Global South optimise their development under pressure from international institutions, such as the IMF. After bringing the British working class into line, this advocate of liberalism intends to offer his good advice to Third World leaders on the best way to make their countries prosper. It is only natural that Blair feels the duty to participate in a project that will allow the transformation of a field of ruins into an ultra-modern and developed economic space.
It is indeed this “humanitarian” discourse that envelops and justifies this settlement project, dubbed “The Great Trust.” In this case, Great is employed as an acronym for “Gaza Reconstitution, Economic Acceleration and Transformation.” As one of the project’s collaborators puts it: “This is the work of a group of businessmen who have worked tirelessly over the past 20 months to create a better future for Gaza.” A better future for Gaza, but without Gazans.
The BCG consultants, who provided “modelling, comparative analysis, and slides” for this report, calculated the economic cost of this reconstruction by considering several scenarios. One of the scenarios included the “voluntary” departure of over 500,000 Palestinians with “resettlement packages,” including “$9,000, subsidised rent for four years, and subsidised food for one year.” According to this scenario, more than three-quarters of the residents who left would never return to the enclave. The conclusions of the financial comparisons are clear: “Resettlement outside Gaza is $23,000 cheaper, per Palestinian, than the cost of helping them in Gaza during reconstruction.” The BCG consultants, therefore, end up advocating for ethnic cleansing to ensure the financial viability of the project.

If the investors who commissioned these models seized on Trump’s idea of transforming Gaza into the “Riviera of the Middle East,” it’s also because this project promises them a real financial windfall. The calculations of the BCG financial model are implausible: this reconstruction plan” would increase the value of Gaza from 0 to 324 billion dollars today.” In an attempt to attract more support, several series of slides highlight the project’s potential with numerous winks to potential investors.
The Strip would be equipped with the most modern infrastructure, including the “MBZ Central” and “MBS Ring” highways, the initials of which are those of the leaders of the United Arab Emirates and Saudi Arabia, an industrial zone discreetly named the “Elon Musk Smart Manufacturing Zone,” and of course the “Gaza Trump Riviera & Islands,” in honor of the man who inspired the entire project. Its creators see it as a true “economic exploration of the ideas brought by President Trump. “The stated objective is to transform Gaza into a commercial hub, with the promise of providing the American industry with access to $1.3 billion of rare earth minerals from the Gulf .”

While Trump revived these imperialist fantasies with his proposal to transform the Strip into a real estate haven for billionaires in February, Israeli leaders did not wait for him to establish their own plans for Gaza’s future. In May 2024, Netanyahu proposed his own recolonisation plan entitled “Gaza 2035,” illustrated with futuristic images generated by AI. The ambition is very close to that of the “Great Trust”: to transform the territory largely destroyed by the Israeli army into a highly developed economic zone, thanks to international investments and its integration into the surrounding economic fabric. Whether it involves “deradicalising” the Palestinian population, “voluntarily” evacuating them from the territory, or even outright exterminating them, the logic of these projects is inherently colonial and genocidal.

Alongside these plans, Zionist leaders have been developing multiple projects for the displacement of the Gazan population since October 7, starting with the Israeli intelligence report dated October 13, 2023, which proposed their displacement to the Sinai Desert. Since then, ideas have multiplied regarding the future destination of the deportees, even if none of these projects appear feasible to date.
The Boston Consulting Group has completely disavowed the activities of its partners involved in organising the GHF’s militarised humanitarian aid and in modelling the reconstruction of Gaza. The Tony Blair Institute, for its part, claims to have played only an observer role in the development of the “Great Trust,” its envoys merely “listening” in the focus groups. These disavowals should not mislead anyone. Western imperialism, both American and European, is Israel’s best and closest ally. As a result, the ongoing genocide in Palestine is being carried out in close collaboration with American agents, whether state services or private agencies. Far from having any qualms about participating in it, companies collaborating with the Zionist state find ways to profit from the massacre of Palestinians.
But these disavowals are also proof that, in the face of public opinion around the world, these agents of imperialism fear to assume their responsibility for the ongoing genocide in Gaza. To thwart all these colonisation and ethnic cleansing projects, the only solution is to transform this widespread disapproval into an active movement of struggle in solidarity with Gaza and the entire Palestinian people.
While the Arab bourgeoisie, led by Saudi Arabia and the Gulf petromonarchies, are stakeholders in these projects and considered reliable actors by Israel and the United States, mobilisation must resume in Arab capitals. From Jordan to Egypt, including the entire region, only the mobilisation of the Arab masses can put an end to the genocidal machinery at work in Gaza. The genocide of the Palestinian people is intrinsically linked to the plight of workers in the Middle East: it paves the way for unprecedented forms of counterrevolution and brutality that lead to annihilation.
Faced with the atrocity of Israeli and US plans, supported by Western powers that constantly defend “Israel’s right to defend itself,” the struggle of the region’s workers and popular classes is a vital necessity.
