Monostory told RT why he filed the criminal complaint against the contract officers with the ICC: The ICC is responsible for criminal proceedings if there is no regional jurisdiction for the criminal complaint. The ICC is also responsible in cases where there is regional jurisdiction but it is an international outlaw crime.
