In an interview with the German newspaper Der Spiegel on January 19, 2024, Jens Stoltenberg, who has served as NATO Secretary General since 2014, stated that there has never been any doubt, expressed in writing or even in “behind the scenes” discussions – that the political-military alliance is unable to expand its bases “towards the east,” and consequently toward Russia.

He’s lying, of course. That’s nothing new. But what happened next is…

Subsequently, director of Talma Studios, Patrick Pasin, called it a falsehood, and as a result wrote to a public prosecutor to lodge a case against Mr. Stoltenberg.

Over the years Jens Stoltenberg has lied publicly and consistently on the World stage without any consequences, nor has he been challenged in his role as Secretary General of NATO, where his efforts to provoke the war in Ukraine and beyond are countless and have seriously harmed the interests of NATO member states, as well as France and the French people, as well as Germany and others. But above all, this proxy war has harmed the people of Ukraine.

Unfortunately, international law, in particular the Charter of the United Nations, does not provide for sanctions for such reckless behaviour and therefore it is incumbent to the French “justice” to state the law, to hold Stoltenberg responsible for his actions in order to create a legal precedent – holding responsible an international diplomat who knowingly and actively has compromised peace in Europe in favour of an unwanted and totally avoidable proxy war between Ukraine and Russia.

Legally speaking, France, as a permanent member of the United Nations Security Council (Chapter V – article 23 of the United Nations Charter) and also as a member of NATO, has a responsibility like other members of the “Organization”, to maintain “international peace and security”.

The UNSC mandate is unequivocally clear and the search for peace is without a doubt one of its most central pillar, since it is expressly stipulated on top of the list of UNSC functions and power.

Over the year a French publisher Patrick Pasin has exposed many inconsistencies related to the war in Ukraine and the criminal responsibility of the West, failing to look at serious options to avert the crisis (see his book here).

Recently, Pasin has focused his interest on NATO Secretary General, Jens Stoltenberg and his role in promoting the conflict between Ukraine and Russia which has led him in his capacity as French Citizen but also as a victim, to file a complain against NATO SG, Jens Stoltenberg.

The seriousness of the facts which are very well detailed in his complaint and which we are going to breakdown for you now, has actually required a referral to a French court since it represents a direct attack on the rights and freedoms of French citizens, as well as the fundamental interests of the Nation, something which of course is repressed by the French Penal Code.

“Not an inch to the East”

On September 7, 2023, NATO Secretary General Jens Stoltenberg NATO spoke at the joint meeting of the European Parliament’s Committee on Foreign Affairs (AFET) and the Subcommittee on Security and Defence (SEDE) followed by an exchange of views with Members of the European Parliament, and stated:

“The background was that President Putin declared in the autumn of 2021, and actually sent a draft treaty that they wanted NATO to sign, to promise no more NATO enlargement. That was what he sent us. And it was a pre-condition for not invading Ukraine. Of course we didn’t sign that.”

Stoltenberg statement provides two major pieces of information:

1) Russia actually proposed a specific draft treaty to NATO, but NATO rejected it, knowing that the consequence would be war in Ukraine

2) Stoltenberg  recognizes that this negotiation could have prevented the invasion of Ukraine by the Russians.

3) Stoltenberg uses the “We”, therefore, he confirms that as Secretary General of NATO, he participates
in the decisions that was made to refuse Putin’s offer for peace.

It is important to establish that NATO Secretary General has a very important responsibility, particularly with regard to peace, and when he speaks (or lies), it is on behalf of the entire North Atlantic Treaty Organization, as indicated on NATO SG web page.

Jens Stoltenberg participated in an interview with German magazine “Der Spiegel” published on January 19, 2022, exactly one month after Russia sent its draft peace treaty and one month before the attack on Ukraine, and this was Stoltenberg answer to one of “Der Spiegel” journalist:

Spiegel: But didn’t NATO rule out, in the 1990s, expanding eastward in direction of Russia?

Stoltenberg: This is simply false, such a promise was never made, there is no never had such a behind-the-scenes deal. This is simply false. How could this be possible?

Was Stoltenberg lying?

The proof that NATO Secretary General, Jens Stoltenberg lied during this interview can easily be established, as 30 declassified documents including declassified cables, publications as well a US Central Intelligence transcript, published prior to his interview with “Der Spiegel”  attest to the contrary. ( truly worth taking the time to read them)

These declassified documents show security assurances against NATO expansion to Soviet leaders from Baker, Bush, Genscher, Kohl, Gates, Mitterrand, Thatcher, Hurd, Major, and Woerner.

Not only do all the heads of state and leaders cited assure the Russians that NATO will not move “an inch eastward”, but, moreover, they reiterate this commitment on several occasions.

Some of the participants in these negotiations and commitments not to extend NATO to the East are still alive today, including the former English Prime Minister John Major, James Baker III, Secretary of State to George H Bush from 1989 to 1992, but also Roland Dumas, at the time Minister of Foreign Affairs of France (1984-86 and 1988-93), who, moreover, confirms in a video interview (english subtitles can be auto-generated) on the site Les Crises, republished on YouTube, in February 13, 2022, literally 11 days before the beginning of the “Russian Special Operation” that Russia was indeed guaranteed that NATO would not expand eastwards. In this interview, French Minister of Foreign Affairs Roland Dumas explains that he himself was at the conference with French President Francois Mitterrand and James Baker III, and confirms that not only France but the American requested and agreed that NATO would not expend East.

This was also confirmed by George Kennan, the man who was the architect of America’s successful containment of the Soviet Union and one of the greatest American statesmen of the 20th century, during an interview by phone conducted by the New York Times, May 2, 1998. NYT wanted to get his reaction on the Senate’s ratification of NATO expansion, and this is what Kennan had to say:

Even more aggravating circumstances can be fund on NATO’s own website in a post dated May 17, 1990 referring to a Speech NATO Secretary General Manfred Wörner delivered to the Bremer Tabaks Collegium in which he declared:

“This affirmation and the assurance that the troops of NATO will not exceed the territory of the Federal Republic of Germany offer to the Union Soviet strong security guarantees. » (see image below).

A crime against peace

In his complaint,  French publisher Patrick Pasin states that “by lying about NATO’s commitments not to expand eastward, NATO’s own Secretary General is violating his organization’s charter by endangering international peace and security.”

According to the London Agreement of August 8, 1945, that helped creating the international military tribunals of Nuremberg and of Tokyo after World War II, to which France is a party, Pasin considers that Stoltenberg committed a crime against peace.

The 1945 London Agreement defines crime against peace as “the direction, preparation, initiation or prosecution of a war of aggression, or a war in violation of international treaties, assurances or agreements , or participation in a concerted plan or conspiracy to do any of the foregoing acts.” Thus, he participated in the outbreak of a war in violation of treaties, assurances or international agreements. Note that at the time, the “assurances” given were to be taken into account
for the definition of crime against peace, then considered the supreme crime.

Of course this does not represent the only source proving that Jens Stoltenberg worked against peace, as two other major actors also reveal their plan to deceive Russia with the Minsk Agreement.

Angela Merkel, the former chancellor of Germany, acknowledged in an interview with the German Newspaper “Die Zeit” where she called the 2014 Minsk Peace Agreement after Russia’s occupation of Crimea and Donbass an “attempt to give Ukraine time.”  The time she was buying for Ukraine was to allow NATO allies (UK, US especially) to train and arm Ukraine in a conflict against Russia which they knew NATO SG Stoltenberg, was intentionally provoking.

Merkel verteidigt ihre Russland-Politik, Süddeutsche Zeitung, December 7, 2022 article also cover some of the content of her interview.

Merkel’s claim was also confirmed by Former French President Francois Hollande who was caught in a phishing interview answering question to someone impersonating former Ukrainian President Poroshenko. During the interview President Holland declared:

“It was us who wanted to win time to allow Ukraine to recover, to strengthen its military resources.”

In his complaint Pasin indicate that “the two former leaders of Western countries supposed to guarantee peace in Ukraine through the Minsk agreements, recognize that the true objective was quite different from what it appears to be at the time,  since it consisted of giving Ukraine time to arm itself, which is constitutive of a plot against peace within the meaning of the London Agreement of August 8, 1945.

In the case of ex-President Hollande, his admission even constitutes a violation of article 5 of the French Constitution, which provides that “[the President of the Republic] is the guarantor of national independence, territorial integrity and respect for treaties,” added Pasin.

In an interview with French Media “France Soir”, Pasin also confirms the Merkel and Hollande statements and in the video below (English subtitles), we can hear Hollande confirming Merkel’s’ statement and his view on the true motivation behind the Minsk Agreement.

French publisher Patrick Pasin interviewed by France Soir (source):

The interview reveals many more edifying details regarding NATO, Ukraine and the US activities  prior and during the Maidan “Coup d’etat” and all the events that led to the Ukraine – Russia war.

For Patrick Pasin, the head of the Atlantic Alliance had the opportunity to initiate a de-escalation of the war and is therefore responsible for Europe’s increasingly direct involvement in the Russian-Ukrainian conflict.

In this essential interview with France soir, the french media describes the editor approach as a citizen act, and evokes Pasin’s statements regarding recent military cooperation agreement signed between Macron and Zelensky, and the 3 billions +++ offered by France to Ukraine  while our country is in a precarious economic condition, with the farmers revolt triggered by the “EU Green Deal” or in light to the  42,000 children who lived in emergency accommodation, makeshift shelters or on the street “, in France as reported by the United Nations agency UNICEF (France) and the Samu Social de Paris in a report published Monday October 10, 2023 entitled “Growing up without a home.”

In line with Pasin’s efforts to ask the French government for more transparency regarding France financial pledge to Ukraine, French Senator Alain Houpert, on the the strength of article 53 of the French Constitution, took the initiative to refer the matter to the Council of State for summary proceedings concerning the France-Ukraine cooperation agreement worth 3 billion euros, and to demand its ratification by parliament, explaining that with such commitments in times of austerity, national representation MUST be consulted.

Patrick Pasin’s complaint which we have translated from French to English for you with “onlinedoctranslator.”is extremely well detailed and all claims and references are well sourced. (original complaint in French)

We hope many countries will awaken to the fact that our nation’s treasury are being depleted to finance war efforts against the Russian Federation, something which has very little support in France, and likely in your country too. Our economies are being shattered and perhaps by now, you have already realised  that moving away from Russian cheap energy under the pretext to sever our dependence from Russian gas, is ludicrous to say the least, since we are now dependant on US gas, which long term contracts have already been signed as early as 2022, when the Nordstream pipelines sabotage was greenlighted.

It has come down to the European citizenry to derail this dangerous NATO’s plot, which was promoted by NATO Secretary General, Jens Stoltenberg, based on a lie and untruth and that will create debts for generation to come. Keeping in mind that corrupt Ukraine is not a NATO Member state nor it is a member of the European Union.

This war machine must be stopped. The tremendous amount of money it has already taken from us is already too much. It is our responsibility as Citizen to not caution more war which will only end with more victims on both side of this conflict and of course, more debts for the generations to come.

Pasin goes even further in his complaint by stating that NATO SG Jens Stoltenberg participated “in a concerted plan or conspiracy for the accomplishment of Crimes Against Peace” which are also attested by several statements made by leading actors amongst which, Oleksiy Arestovytch, one of President Zelensky’s main advisors.

In this March 18, 2022 interview (go to 7:40) Arestovytch provided many answers and an insight into the intricacy and complexity of Ukraine relationship with NATO. This interview was understandingly swept under the rug by the mainstream media as it reveals the agendas behind the conflict including what motivated Ukraine but also what motivated Jens Stoltenberg and NATO.

The Liberty Beacon Project is now expanding at a near exponential rate, and for this we are grateful and excited! But we must also be practical. For 7 years we have not asked for any donations, and have built this project with our own funds as we grew. We are now experiencing ever increasing growing pains due to the large number of websites and projects we represent. So we have just installed donation buttons on our websites and ask that you consider this when you visit them. Nothing is too small. We thank you for all your support and your considerations … (TLB)
