The child welfare system is failing children and families across the nation. The system meant to protect children has waged a ‘WAR’ on parents. This is evident in news articles and across social media websites as heartbroken parents who have been targeted and victimized by the system reach out.
Foster placements are overwhelmed and overburdened with children who do not belong in the system because there is no evidence of abuse or neglect. Children are seized from non-offending parents and families simply to fuel employment and job security for up to 35 people per child: child welfare workers, judges, attorneys, guardian ad litem, therapists, psychologists, parent-aids, foster care placements, and the list goes on and on.
The system has become a well-oiled machine fueled by self-indulgence and self-delusion working for profit, not for the “best interest of the child,” meanwhile, it is the children and families that suffer the real abuse – abuse by a system that is failing.

Included in the audio of our show today is a recording with AZ Gov. Doug Ducey and Greg McKay just days after McKay was appointed as director of the Dept. of Child Safety (DCS) in Jan. 2015. What is shocking is Gov. Ducey’s ‘Freudian slip’ when he discloses funding for DCS. First he says $848 Million and then claims $848 Billion. Which is it Gov. Ducey – Millions or Billions?
After DCS Director Greg McKay admitted DCS didn’t spend money on the programs it was intended for, nor could it account for some spending the agency is asking for an additional $65 Million to get it through the next eight months after their budget for this year is already at $515 Million!!

Arizona child-welfare chief: ‘Money was not well spent’
AZ Gov. Janet Napolitano set the legal and financial groundwork with comprehensive reform of CPS 4 days after taking office in 2003. Her promise for reform backfired causing “perennial panic” when child protective workers were told “Err on the side of protecting the child, and we’ll sort it out later.” A recipe for disaster!
AZ Gov. Jan Brewer in 2010 vowed “CPS became a top priority of mine. That’s why we hired Clarence Carter to get to the bottom of it.” Nov. 2011 Brewer created the Child Safety Task Force to fix a clearly ‘broken system’ and claimed “I’ve assembled the best child-safety experts in Arizona in order to review state procedures and identify ways to help the agency perform at the highest level.” The chairman of this committee, Maricopa County Attorney Bill Montgomery swore to go to the bottom of the “cesspool” to find out the source of CPS’ failure.
Two years later the Associated Press broke the shocking truth that for over 4 years Arizona’s CPS ignored over 6,000 reports to help manage caseworker’s heavy workloads (77% above the national standard). While CPS director, Clarence Carter was crying for more money – $4.4 Million dollars to hire more caseworkers the agency was already making bank from the federal government – Foster Care Assistance grants totaling $103,276,700.00 and Adoption Assistance grants totaling $91,368,150.00 for Jan.-March with the state allocating another $70 Million dollars in April. This story led to in Gov. Brewer creating two more agencies the Child Advocate Response Examination Team (CARE) and the Child Protective Services Oversight Committee in Dec. 2013.
CPS’ lack of accountability has corroded public respect and continues to be a nationwide problem. CPS is a system in crisis, which has never met the standard of reform. It is evident that no amount of money is going to fix CPS, a system that has failed and continues to fail families.

Currently there are 18, 265 children in the Arizona DCS system, more than any other state over 35 children a day are being taken. Two of those children out of those 18 thousand are her daughters!
